Tempus (Trans-European Mobility Programme for University Studies) is the European Union’s programme which supports the modernization of higher education in the Partner Countries of European Union, mainly through university cooperation projects.

Tempus programme is the part of EU expansion process. One of the main objectives of TEMPUS is to prepare EU candidates states to join to EU in the future. The main strategy of the programme is formed by EU foreign policy. One of the main EU principles is to increase the investment of human resources. The education investment strategies directly affect the economic development, competitiveness increase, state democracy development. The basis of TEMPUS programme is deep understanding of universities leading role in the economic, cultural and social development. Universities are sources of special knowledge, human resources, and new generations of leaders. System of high education needs special attention and support,  as far as knowledge extension and new generation formation depends on it.

The EU educational system basis contains three main principles that are being implemented by TEMPUS programme:

  1. Personal human contacts.
  2. Voluntary participation and experience exchange.
  3. Mutual understanding and respect between people and cultures.

Tempus was established in 1990, to help the countries of Central and Eastern Europe to become modern and prosperous democracies. Today Tempus unifies EU countries Eastern Europe, Central Asia, the Western Balkans and the Mediterranean region.

Tempus finances cooperation between universities in the fields of curriculum elaboration and improvement, university management, social and scientific cooperation, business and educational partnership, educational system structural reforming. Tempus programme is long life program. It lasts 20 years since 1990. Ukraine joined to Tempus in 1993.

Tempus project “Higher Education System Development for Social Partnership Improvement and Humanity Sciences Competitiveness” “HESDeSPI” joins universities of Latvia, Italy, Portugal, Ukraine, Georgia, Armenia, Moldova.  The main objective of the project is to develop a joint, accessible and successful system of methodological recommendations that will increase the competitiveness of humanity sciences and involve the social partners into it. Specific objectives of “HESDeSPI” project are:

  • To establish co-operation in area of humanity sciences including culture and art sector between Ukraine, Moldova, Armenia, Georgia and European Union universities and social partners for modernization of educational approach.
  • To assist partner countries in evaluating existing situation, in pointing new directions and making necessary adaptations in their curricula and methodologies according to best practices of EU universities and social partners.
  • To elaborate methodological recommendations regarding educational approach for improvement of social partnership in competitiveness of humanity sciences.
  • To elaborate occupational/professional standard – Culture Manager for sector Culture and update related study programme in order to ensure usability of methodological recommendations.
  • To prepare the material for involvement in European Qualifications Framework.
  • To provide participation of line ministries, sector employer organizations and non-governmental organizations in implementation of elaborated methodology of educational approach.
  • To disseminate the project experience via partners academical and professional networks.

Since 2010 realization of the “HESDeSPI” project objectives in Taras Shevchenko national university of Kyiv is provided by Ethics, Esthetics and Culture department in Philosophical faculty. The main objectives of the Taras Shevchenko national university of Kyiv workgroup are:

  • To modernize “Culture” sudy program.
  • To establish specialization “Management of socio-cultural activities”.
  • To establish the balance in theoretical and practical disciplines in concordance with requirements of potential employers.
  • To take advantage of European universities experience in educational process organization and structure in field of management of socio-cultural activities.
  • To create teaching and methodological maintenance for “Management of socio-cultural activities” course.
  • To improve study methods.
  • To start cooperation between university and potential employers for specifying “Management of socio-cultural activities” graduates necessary skills.
  • To organize practical training and field work for “Management of socio-cultural activities” students.
  • To improve students professional level.
